How we decide what to claim.
Every public capability claim passes three validations before publication: product confirms it works in the contracted environment, legal confirms the wording, security confirms what can be said about data. While an item is under validation, we use verbs that describe what the system does, not the outcome it would produce.
Demonstrable capability
May be stated as a current capability.
Operational evidence
May become proof of outcome, with context and authorization.
Process or prototype
Presented as pilot scope, never as a guarantee.
Hypothesis
Stays in internal research and does not reach the site.
Eight attributes, one boundary.
Context-aware analysis, visible commitments, cross-functional impact, mapped owners and shared criteria lead to four paths. Human judgment closes the circle.
